RTOs face many tasks after registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation is typically the most daunting.
Even though we’ve written about validation several times, let's revisit its definition. ASQA calls validation a quality review of the assessment process.
Validation is the process of confirming accurate areas in an RTO's assessment process and pinpointing elements for improvement. With a correct understanding of its components, it’s less daunting.
The SRTOs 2015 Clause 1.8 specifies that RTOs need to ensure compliance of their assessment systems, including RPL, with training package requirements, following the Principles of Assessment and Rules of Evidence.
According to the standards, RTOs must conduct two types of validation.
The primary type of assessment validation verifies that your RTO's assessment meets the training package requirements.
The second validation type ensures that assessments adhere to the principles of assessment and rules of evidence.
It suggests that validation takes place before and after the assessment. This article focuses on the first type—assessment tool validation.
What are the Two Types of Assessment Validation?

As noted earlier and in our earlier blogs, validation is divided into two stages: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation or verification, also known as assessment tool validation, relates to the first part of the clause, ensuring all unit requirements are met and workbooks are 100% compliant.
On the other hand, post-assessment validation deals with implementation, ensuring Registered Training Organisations follow the Principles of Assessment and Rules of Evidence.
This discussion will center around assessment tool validation.
Steps for Conducting Assessment Tool Validation
Now that we understand the two types of validation, let’s explore the details of assessment tool validation.
When Should You Conduct Assessment Tool Validation?
The objective of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.
This means that whenever new learning resources are acquired, you must perform assessment tool validation before student use.
You don’t have to wait for the next scheduled validation in your 5-year cycle. Validate new resources right away to ensure they are ready for students.
However, this isn't the only instance to conduct this type of validation. Perform assessment tool validation when you:
- when resources are updated
- you add new training products on scope
- course is reviewed against training product updates
- identify your learning resources as a risk during your risk assessment
ASQA's risk-based approach to regulation necessitates regular risk assessments by RTOs. If there are student complaints about learning resources, it's an opportune time for assessment tool validation.
What Training Products Need Validation?
Recall, this type of validation aims to ensure all learning resources are compliant before use. All RTOs must validate each unit's resources.
Resources Required for Assessment Tool Validation
Educational Materials
For validation of your assessment tools, you will require the full set of your learning resources:
Mapping tool – begin with this document. It details which assessment items correspond to unit requirements, aiding faster validation.
Learner/student workbook – check its suitability for use as an assessment tool. Verify clear instructions and sufficient answer fields. This is often a gap.
Assessor guide/marking guide – also verify if instructions for assessors are sufficient and if clear benchmarks for each assessment item are provided. Clear benchmarks are crucial for reliable assessment outcomes.
Other related resources – may consist of checklists, registers, and templates created separately from the workbook and marking guide. Validate them to ensure they are appropriate for the assessment task and address unit requirements.
Panel for Validation
Clause 1.11 outlines the criteria for validation panel members, specifying that validation can be done by one or more people. RTOs typically require all trainers and assessors to participate, occasionally inviting industry experts.
As a whole, your validation panel must have:
Up-to-date vocational competencies and industry skills pertinent to the unit being validated
Current knowledge and skills related to vocational teaching and learning
Any of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or its updated version
Assessment validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Having a validation tool supports the validation process and documentation. It simplifies understanding how each assessment item maps to each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Simultaneously, it can serve as proof that you have validated your resources before they are used by students.
ASQA does not provide a recommended or required template for assessment tool validation, but many templates can be found online. These tools often have validators review the tools as a whole to verify if they meet the principles of assessment.

While such templates facilitate validation, they often result in judgment errors because there’s insufficient space for comments on each assessment item.

Assessment Key Principles
Fairness – Are equal opportunity and access ensured for everyone in the assessment process?
Flexibility – Does the assessment offer various options to demonstrate competence based on different needs and preferences?
Validity – Does the assessment assess what it is intended to assess? Is it a valid tool for measuring the required skill or knowledge?
Reliability – Will the assessment produce consistent results every time, regardless of who conducts the training? Will different assessors make the same decision on skill competence?
Fundamental Rules of Evidence
Validity – Does the evidence indicate that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there sufficient evidence to ensure the learner has the required skills and knowledge?
Authenticity – Is the assessment tool verifying that the work belongs to the candidate?
Currency – Are the assessment tools based on current units of competency and up-to-date industry practices?
Despite these being frequently addressed in VET professional development and nationally recognised training, heaps of tools still have problems with these requirements.
To avoid employing learning resources that leave unit requirements unmet, be sure to adhere to these guidelines:
Lead by Example
Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Perform each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:
diaper changing
bottle preparation, feeding babies from bottles, and cleaning equipment
prepare solids and feed babies
appropriately respond to baby signs and cues
prepare and settle babies for rest
monitor and encourage suitable physical exploration and gross motor skills for the age
Having students describe changing nappies for babies under 12 months doesn’t directly fulfill the unit requirement. Unless it’s intended to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the website tasks.
Plurals Matter!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Complete Compliance or Not Competent
Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What details can be included in a work package?
Answers might include:
Necessary materials
Associated expenses
Time allocated for activities
Appointed roles and responsibilities
When an assessment item calls for multiple answers, indicate the number of answers a student needs to provide. This way, your assessment is reliable, and the evidence gathered is valid.
The same applies to assessment items with double-barrelled questions or those that ask for multiple answers simultaneously. Such questions can confuse both students and assessors, as illustrated in the example below:
Identify a hazard and/or environmental issue in the work area and pick the most effective hazard control hierarchy.
Answers may include, but are not necessarily limited to:
Weather conditions – isolating the work area, engineering, personal protective equipment
Work area and ground conditions – elimination, isolating, engineering controls
People – isolation, engineering, administrative controls
Structural hazards – substituting, isolation, use of engineering controls
Chemical hazards – isolation, engineering controls, administration
Equipment or machinery – isolation, engineering, administrative controls
Avoiding double-barrelled questions makes it simpler for students to respond and for assessors to accurately judge competence.
Seeing these requirements, you might wonder, “Don’t learning resource developers provide audit guarantees?” However, these guarantees mean you must wait for an audit to rectify noncompliance. This affects your compliance history, so it’s wiser to take a safe and compliant approach.
